ABOUT US: An established contracting company specializing in civil and mechanical works in Kuwait. We are pre- qualified with various government entities and oil sector companies, and we operate our own dedicated fabrication facility for iron and steel works in the West Shuaiba Industrial Area.

POSITION OVERVIEW: We are seeking a capable Qualification & Tender Pricing Engineer to manage our pre- qualification processes, evaluate tender opportunities, and develop accurate pricing strategies for government and oil sector projects.

KEY RESPONSIBILITIES:

Tender Evaluation & Strategy:

• Conduct strategic Bid/No- Bid analysis to evaluate incoming tender opportunities, assessing risks, resource availability, and profitability to determine which projects to select and pursue for detailed costing.

• Manage company pre- qualification processes with government ministries, regulatory bodies, the Central Tenders Committee, and oil sector companies.

• Maintain and update pre- qualification files to ensure the company remains eligible for targeted projects.

Tender Analysis & Pricing:

• Conduct comprehensive analysis of tender documents, specifications, and contractual requirements.

• Perform detailed cost estimation including material take- offs, labor hours, equipment costs, and overheads using advanced spreadsheet modeling.

• Develop competitive and realistic pricing strategies based on market intelligence and local market conditions.

• Prepare both technical and commercial proposals in strict compliance with tender requirements.

Coordination & Project Handover:

• Liaise with technical teams, procurement, and project management to ensure accurate bid preparation.

• Coordinate site visits and clarifications during the tender phase.

• Facilitate smooth project handover from the tendering to the execution teams.

• Monitor project profitability and provide feedback for future pricing improvements.

Market Intelligence:

• Conduct market research on material costs, subcontractor rates, and industry trends.

• Maintain organized databases of suppliers, subcontractors, and historical pricing information.

REQUIRED QUALIFICATIONS:

Education:

• Bachelor’s degree in Mechanical, Civil, or Industrial Engineering.

Experience:

• Minimum 5 years of experience in tender pricing and pre- qualification within Kuwait.

• Proven track record with government entities and the oil sector.

• Good knowledge of Central Tenders Committee procedures and regulations, as well as qualification systems for oil companies.

Technical Skills:

• Advanced proficiency in Microsoft Office, specifically Excel (pivot tables, complex formulas, and cost modeling).

• Strong understanding of construction methodologies, civil and mechanical works, and cost drivers.

• Ability to read, interpret, and extract quantities from technical drawings, specifications, and BOQs.

Competencies:

• Strong commercial acumen with the ability to assess project risks and profitability.

• Exceptional analytical and numerical accuracy.

• Strong communication skills and ability to coordinate between departments.

• Ability to work under pressure and manage multiple tenders simultaneously.

• High attention to detail and commitment to deadlines.
